Go to a kart store and see how they're sending power to the rears. It's most likely a belt or chain drive around a sprocket on the rear axle. Brakes are easy- it's just hydraulics. Go junkyard hunting and grab four calipers and the mc from a pre-abs car. Then just bend and flare some hardlines and have some ss lines made. Just steal the suspension design from the karts you're looking at for drive solutions.
