If it is commonly that busy on the roadways, the judge might know the road and its traffic patterns, which may aid you. Maybe do a slight research project, log the average traffic speed on that roadway during that time, if the judge is human, they may see the effort you put forth to prove your innocents over a speeding ticket, and possibly give you a break.
