Its pretty much a given in our local magistrate offices if you go in an ask for a break they knock it down to a traffic control device infaction, which is a fine with no points, of course you should only accept this if you are guilty to begin with. You should tell you story, the method should be marked on the ticket with a calibration date, I would question the calibration date. If it is commonly that busy on the roadways, the judge might know the road and its traffic patterns, which may aid you. Maybe do a slight research project, log the average traffic speed on that roadway during that time, if the judge is human, they may see the effort you put forth to prove your innocents over a speeding ticket, and possibly give you a break.
