Here is how i did it, bought a bracket at home depot and slotted the hole out. Ended up dremeling off these overly long bolts. If you go this route drill your holes slightly overly 'high' so you never have a gap around the edge. If its a bit too high you can always make up easily with a spacer or washer, ext, but if its too low you end up with a gap again. Used lock washers a lock nut. I also had an issue where the plastic recess/contersink had broken off, and i reattached with a ton of 'goop' glue which can only be seen from inside the bumper. A 3rd issue is there are 3 pop rivets like 3 feet under the front of the splitter which attach into metal, they were missing for some reason, as were the pop rivets where my wheel wheel meets the splitter, not sure how these ended up missing but it fixed my sagging splitter and flapping at high speed.
