It is widely known as the 80/20 rule; however, describing a phenomenon in which a few elements are responsible for a large number of observations as following Pareto's Principle is correct.
In fact, his original studies on the distribution of wealth in Italy during the late 1800's found a 90/5 rule -- ~90% of the wealth was owned by 5% of the families.
