There is a switch at the bottom of the clutch peddle travel, and at the top. Go under your dash and make sure that your clutch in the full up position is pressing the top limit switch in all the way. If that switch isn't being compressed, the ecu believes you are pushing the clutch down and won't activate cruise.

Of course, as previously stated, it will also not activate cruise if it believe you have started to push the brake peddle down.

Climb your head down there and see what's happening with your peddle switches.

When I installed (the awesome) RJM clutch peddle, once I had it all set up how I liked it, I had to move the top limit switch down lower to get my cruise to work. The switches are threaded with a lock nut and have some decent range of adjustment.
