As southark said there are two sensors and the car averages the two to come out with a final reading. When I did my fuel pump I didnt clip the float level back on completely and it fell off a short while later and floated around in the tank. When that happened because only one of my gauges would read and the other would read empty the fuel gauge would never go up over half.

I would check both floats and make sure that they are reading correctly. It would be an easy check with a ohm meter to see what sort of reistance they were reading for each level.
