They are basically low-tech voltage regulators. They are generally designed to make the MAF or IAT sensors read a different voltage, thus affecting fueling, which the ECU adjusts according to those sensor readings.

No idea if that one pictured above will actually change the voltage reading, but if it does anything, it does that.

Anyway, not recommended.
