If you are going to take the brakes off of the car, you should be able to just get a rag/sponge with some XYLENE or regular paint thinner and just scrub it off gently. Should come off nicely. Wear gloves..

Also, when you go to reapply brake caliper paint. At AutoZone/Oreileys/wherever you go.. grab a can of $3 Primer as well.

When you have removed the old paint off.. Wash it down and sand areas if needed. Then mask off any areas, prime the wheels with the $3 primer, wait 20 min, and then your golden. You can also throw a coat or two of heat resistant clear coat over the top of the new color brakes if you decide to paint them. Might help with scratches and chips from rocks.
