When you look at this part number on their site it says:
"Street Legal In All US States: Yes
CARB EO Number: D-670-10" next to it.

Also on page 23 of the instructions found HERE it says:
"5. CARB Sticker Placement
a. The C.A.R.B. exemption sticker, (attached), must be visible under the hood so that an emissions inspector can see
it when the vehicle is required to be tested for emissions. California requires testing every two years, other states may vary."

So it's a safe assumption that yes it does.
