I have been deputized by the Travis County Constable with the authority to issue warnings or tickets for three different violations involving accessible parking spaces, including for "Blocking", which is the violation you see here. A $500 fine, which is mandated by Congress, should certainly get their attention.

Although there are some people in the program that spend their weekends driving around looking for people to ticket, I have no intention of ever spending my free time driving around like that. The idea of the program is to educate the public about the disabled community's needs with respect to accessible parking, and that is the main reason why I joined. My primary occupation is accessibility code consulting, so I am able to bring a different perspective than many of the people who joined because of family or friends. I also hope to provide the program as a whole, additional knowledge of the code and how it is applied. I will issue tickets or warnings as appropriate when I happen upon them during my daily activities.
Well if you ever see a white 370z in Austin it may be mine. Take it easy on me
