Those are called "carburetors" and very nice ones made by Mikuni. They mix fuel and air together that then provides the combustive mixture for the spark plugs to ignite in the combustion chambers of the engine head. When that happens, it drives each piston back down the cylinder and this motion pushes on the crank, making it move rotationally very quickly.
