There are several FLs in the battery compartment and there may be others.
Link to the FSM download page in my sig. You should be able to figure out which fuse/FL is bad and get its location in the FSM. If you have problems figuring out, let us know.
Thank goodness you have a voltmeter. It will make troubleshooting sooooo much easier.
Edit: Since you didn't know where the FLs were, you may not know that there is a large fuse block next to the battery. It can be intimidating to get to the first time but if I can do it anybody can. Search for one of the pull-the-SLU-fuse DIYs for how to get to the fuse block. There's a link to a thread with many of the SLU-related posts in my sig, also. It may be easier to find one of the DIYs from there.
