Yes. Thats the grand plan. That's why companies are being pushed to offer plans for everybody. If not, individuals are to buy their own plan or pay a penalty.
It's a bad way to solve the problem. It was an admirable idea way back when it was being discussed, but then the insurance lobbyists coughed up enough coin to get the law written in such a way as to force people to buy their product. Medical costs are out of control, and something has to be done. The ACA is so far from that solution it's not even funny.
