I think the difference is on the subaru the scoop is used to funnel cool air INTO the top mounted intercooler, whereas on the vette the cool air goes INTO the front of the car, cools the radiator, and exits out the top vent. Also this would help minimize lift at high speeds by reducing positive pressure in the engine bay.
