A silver wheel is just as functional as a painted, powdercoated or plastidipped wheel, and it comes free on the car. Maybe plastidip makes sense if you're in a situation where you want to sell a 100% stock vehicle, or turn in a stock vehicle at the end of the lease. I think plastidip looks bad. Others don't. If cost was not a concern in any way, would anyone use plastidip?
