It shouldn't be allowed to be done for simple safety reasons.

I have you seen someone trying to put their top up while driving? The top becomes a sail like on a boat.

Common sense is to pull over or do it at a complete stop, And then either raise or lower the top.

If you are still trying to do this You'd have to bypass the safety device which is probably a speed sensor of sort? That once disconnected would allow you to raise or lower your top at any speed.

I strongly advise against it.
