Where I live its legal to tint the rear whatever you want but not the sides. The issue they say is the safety of the police officers walking up to a vehicle and not being able to see in. I ran 35% tint all around in my white '81 280ZX - tint really makes a car look sharp IMHO and the darker the better. I almost always drove with at least the driver side down and the rare times I did get pulled over I made sure both windows were rolled down.

I found driving at night there was no problems with visibility with the windows rolled up. The only time I noticed where people with questionable eyesight might have problems is where there was NO tint in the driver/passenger (eg windows rolled down) then shoulder checking through the tinted windows. When all the windows were the same it was fine.
