Spool has more to do with turbine housing and wheel size. Have you seen how tiny MHI turbine housings are for 16g's and 20g's?
If by initial spool you mean boost threshold, you're correct. A 20g isn't really that small, although I haven't looked at the specific flavor of wheel they're using. The Greddy kit uses 20gs as well, and people haven't seemed to complain about boost tapering to redline.
