You don't have to have it on the front of your car. Must be visible from the front. IE Windshield. They can issue verbals all day long. The day you get a ticket for it being on your windshield will just get dismissed. I am not drilling no holes or having some shitastic aftermarket license plate holder on my car. People having issues are people who probably do nothing but cause it upon themselves. IE Speeding, Illegal Lights, Sound.
