i call it the under shroud or lower shroud or lower engine cover.

it's plastic so it wouldn't make much noise, unless one of your brakets are loose which i doubt. i suppose you can roll under the car and push the undershroud to see if you can generate that noise.

most metallic rattles under the car are from exhaust heat shields rattling.
which is really not a huge deal.
