After registering the firearm with the Federal Government by filling out the 4473, of course.
Texas is one state where a NICS check isn't required of people with a CHL. Despite Texas' otherwise mildly restrictive handgun laws, skipping NICS is "common sense" IMHO if you've already undergone a background check for the CHL.
