"Iggy" Lists are just dumb. If you don't like someone, don't talk to them. There's no need to be childish about it.
If person A put person B on ignore, and person B doesn't like they weren't told why, doesn't person A negate the reason of putting person B on ignore in the first place if they talk to them... So it should be pretty easy for person B.
