exhaust or intake by itself: probably not that critical to get it tuned, but a tune will still provide a little benefit (at this point, cost is > benefit)
exhaust + intake: more critical since a tune is likely to provide decent benefits (cost is closer to evening out for the benefits)
exhaust + intake + more bolt-ons: definitely get a tune
(benefit > cost)
