you can, but im not sure if that adds any reinforcement. if you are worried about the fiberglass coming apart at the edges, i usually take a swab and put paint along the edge. i do this often with CF just to lock-down the fibers so moisture does not get inside the epoxy.
i use generic black enamel i have left over for that.
..or..if you're worried the plasti dip might peel back on its own from the edges, i'd add primer along the edge and inside to maybe 1" width. ive not plastidipped a big piece so dont know for sure, but that's wat i would do if i was going to use plastidip.
honestly though, my paint of choice would be that duplicolor engine enamel i mentioned earlier for matte black finish. it comes out quite even and flat and nice.
