Shutter priority. Try between 1/60 and 1/160. If your camera has an AI Servo focus mode (like the Canon 7D) use it. Then focus on the car, follow it and keep shooting. By following the car, you'll blur the background.

If you want stop motion, use aperture priority with a very fast exposure. 1/1000th or more.
