Dealers were putting on the 08 locks on 09's thinking they would work but because of the different design? They had a tendency of breaking because the bottom out before fully tightening, And as a result a tsb was released But at this point either remove them all and replace them with replacement lugs or the proper locks for the 09's and up.

The locking lug is BS for applying pressure
