If the road surface is uneven (crowning) or you are turning even the slightest bit - the reason is that there is weight transfer from the rear to the front tires during braking. The rear end is lightening up when you begin to apply the brakes... so naturally, it will get light and 'swirly'..

Other factors might hurt or help the situation.. alignment, tires, tire wear, suspension, brake pads..etc.. but definitely keep your weight transfer in mind.
