As long as the Parliament of Ontario is controlled by Southern Ontarians (esp. Toronto), there will likely never be such a law here. Toronto gets very little snow - 15 cm a couple of weeks ago was the most they'd seen in 5 years. In Ottawa, we call 15 cm a nice day.

Maybe they should start with mandating all-seasons. I was in the GTA at Christmas and saw lots of fools driving with summer tires. Even help push a guy driving a BMW with nice wide summer tires - he was stuck in about 2 inches of snow. Ditto a guy with a Merc.

Seriously though, it's sad that this needs to be legislated. Anyone who has driven with snows would not go back to all seasons and would never think of getting thru a winter with summer tires.
