Better track tire yes. Won't be as smooth/quiet/long lasting as the PSS on the street. PSS are better in the wet and likely have more cool temperature grip than the RE11.

Hard to beat the PSS as a street tire. If I was tracking I'd have a track set of wheels with an aggressive tire and then a street set with PSS.

Keep in mind PSS is on par with many of the streetable track tires like the RS3/RE11/StarSpec/Ad08 etc as far as dry grip goes... they just can't do it for as long as the track oriented tires can as those compounds were developed for continuous track temperatures.
