next time you have courage to ask again, ask exact figures you need to hit in sales in order for them to consider a raise and get it in writing for yourself and the team.
after some calculation they should be able to get you a realistic target.
and if they can't give u a number, or keep coming back with a floating number, then they dont know what they're doing as far as business goes.
they might say it's complicated, but in reality, the big picture is quite simple.
