The difference is that apps are only available in the apps store for what ever device in question. iPhone/iPad has iTunes , windows now has an apps store.
When I as a customer ask "what the difference in windows RT and windows 8?" the answer is the RT only runs apps and windows 8 runs apps and software.
I believe the average person understands that apps are software, but windows RT only will run it if it came from its "app store" while windows 8 will run if from the App Store and the box off the self from the store.
My point was though I believe that as people buy more and more from the apps stores less software will be made for purchase in the store til one day OSes in the future will only run apps from the App Store.

It's nothing great or new.
It's simply brain-splitting to read someone say something as inane as "apps are better than software". It's like saying "Eggs are better than eggs."
I don't care about what service sells what. Are they pushing for more licensed and controlled software? Yes. That's what we're really talking about with "apps" on an "app store". The rest is jargon and window dressing, "bruh"
