I've seen plates with holes and fillers for the holes, even seen different switches to go in the holes, but I haven't seen a blank plate. That doesn't mean one doesn't exist, just that I haven't seen one.
If you can't find one specifically for a 370Z/Nismo, Nissan may use the same plate in different models. Find a hobbyist-friendly Nissan parts rep that will cross-reference for you, try e-mailing some of the online Nissan parts stores, or ask around on other Nissan model-specific sites (maybe some of the econobox fans install 370Z parts in the same way some 370Z fans will install GT-R start buttons; although I can't imagine a switch plate being very popular heehee) if you don't get an answer here.
