I think the point of these would be for racing and easy swap out (drilling out rivets and pop-riveting a new panel on and you're GTG). I cannot imagine they would work for show or DD.

I believe the 10mm would come from rolling out the fender well away from the original mounting. This would reduce tire rub and allow someone to drop their car a little more without sacrifice to wheel size or camber correction.
