It didn't work, but here's an update. My steering wheel was not actually locked, but the car seems to have been in the locked mode. This means that if it fails, regardless of whether it is physically locked or not, pulling the fuse will not work.

Nissan consumer affairs is involved at this point (and has been since I found this thread), though everything with them is on a case-by-case basis.
