Default Someone explain silly looking camber to me

Ok I get that you need to adjust camber on dropped cars to make the wheels flush again but then there's this:



Serious question: Why do people do this? Does it actually serve some sort of purpose outside of ripping your tires to pieces very quickly?

More importantly, are they aware how silly it looks? Seriously, it looks like a matchbox car that some fat kid sat on.
