I followed up on this. It turns out that this is a common problem. There is a Nissan Technical Service Bullitin for this. It is TSB-NTB12-041.

FYI another way this problem shows up is that the engine refuses to turn off! Only way to turn it off is to pull the fuel pump fuse. All of us better learn the location of the fuel pump fuse!
