ok so been awhile and this is what i did.
i talked to a few buddies of mine who are geniuses when it come to electronics. they do some crazy stuff. this not so crazy but they gave me good tips and a plan.

so i tore the garmin car charger apart and then dremel'd off the tip to make a case for the chip built into the charger. no worries about fuses and amperes by leaving the charger intact. all i had to do was lengthen the negative an positive wires. (black and the red)
this is what the chip looks like removed from the caseing:

then i soldered the wires to the back of the socket on the correct terminals. doing it this way is reversible, no cutting into the wireharness and destroying things longterm. i can just unsolder them. u can't undo a tap.
