The polish is probably something pretty simple, but I have a decent knowledge of detailing cars... so here's my input:

The owner simply took a lot of chrome/metal polish and sat there rubbing it in.

He lightly sanded and then used a slightly abrasive polish to cut the metal enough to add a shine. Using less and less abrasive per step, he got it to an insane shine.

High speed buffing can make this happen too.
