Doing more reading but here is what it looks like:
-2009 they opened up shipment to consumers directly (This is good)
-2010/1 they require shippers to have a permit to ship into Texas (Texas would not issue any permit...)

Basically people are restricted to buying locally now and only what grocery, liquor, etc. stores decide to buy.

So this is a State run policy, or a federal policy being enforced on Texas?
