No that is fine.
Doing more reading but here is what it looks like:
-2009 they opened up shipment to consumers directly (This is good)
-2010/1 they require shippers to have a permit to ship into Texas (Texas would not issue any permit...
)
-2012 Some permits are getting through but they are limiting/controlling who can get one
Basically people are restricted to buying locally now and only what grocery, liquor, etc. stores decide to buy.
