I think the key word here is "
use" i.e., possession and usage are two different things legally. So you can have it, but you can't use it on a public road or you risk getting a ticket (but you could still open it up on a track). I've seen other laws that draw these subtle distinctions. In GA, for example, it's legal to purchase an automatic knife, but not carry it. Or for another example, in GA you can have your car equipped with NOS, but you can't use it on a public highway. (So if you get pulled over the cops will sometimes check to see if the valve is open on your NOS bottle.) But hey, I could be wrong.
