If you've ever heard an exhaust that has a bad drone inside the cabin, you'd know that resonators can make a dramatic difference in how loud it is inside. That's why they're basically right under the center console of the car. That doesn't always translate into a huge difference in how loud it is when it comes out of the tail pipe.
