you are looking at this the wrong way......
yes it is wrong to do such a thing, but if you have not injured any party where is the crime? I am only saying that there's ways to fight this.
yelling fire when there is no fire would also be an act of fraud and endangerment to public(so harm to a person). same as threatening some one.
