Default Shine Auto/ Aero Jacket Rear Spat Install Help

Worked on test fitting my rear spats yesterday and today and have a few questions for those who have installed these before. If anyone could provide some insight it would be appreciated.

1) I think I've positioned the spats in the right spot, but I'm only able to use the top screw mount in the wheel well. Is this normal? Has anyone come up with an alternative method to use the lower mount? I've added some pics below for a location reference.
2) I thought I saw somewhere that members have fabricated a bottom mount for these connecting the stock 10 mm bolt hole and the bottom of the spat. Has anyone seen this recently to point me in the right direction? I've looked all over and cant seem to locate it.
