To be honest I'm rather surprised at your findings. I mean I can only go by what I am feeling and have seen with my car though.
From the Dyno sheet, mine is line ball from the beginning to the end where it makes 16hpatw, compared to stock. This was with "NO" resetting of the ECU what so ever either. Basically we did a power run before, installed, then another run.
As for responsiveness (besides some slight aural gains), it's much better for me. I do feel for you that it hasn't given you the same benefit that I have gotten though. BTW both runs were done with the bumper on, honestly not much point otherwise.
