Sport pkg's are going to be in much higher demand overall so some dealers may sell a sport pkg Z above value right now do to it being summer. Most sports cars are bought between march and july. So basically its just a bad time to shop for a good used car deal on a sports car. As far as if you're getting a good deal or not? It would really depend on what the Z goes for in your area. Z cars are expensive in dallas vs NYC where you can get good deals on a Z.
I would put in your zip code in cars.com. add a radius of 250-500 miles and see what the Z generally goes for. Then use the price average of cars in your year and mileage to haggle. So if the average car posts for around $28k. You will offer 26.5 and not give them more than 27k.

Haggling based off 3 owners will be hard considering its easy to justify a sports car being owned this much. Too many people like driving a different sports car every year. Buying Newsed is a common way to go for people like this cuz they don't take the hardest hit on depreciation if they know how to haggle.
