Blocking off part of the cooler prevent cooling air from passing through part of the cooler's cooling fins therefore decrease it's heat transfer to air efficiency. This is usually done with an aluminum plate velcro to the sides of the cooler. Too much cooling prevents the oil from attaining it's optimum temperature.
