This isn't true. If you upgrade your phone BEFORE they roll out the new plans then you will be able to keep your unlimited data for another 2 years. You can get the phone at the reduced upgrade price and still keep your unlimited data.

If you don't upgrade your phone by the time they roll out the new data plans, then you will have to buy the phone for full retail price to keep your unlimited data. However, this only applies to people who currently have unlimited data.

If you have Verizon currently with an unlimited data plan and are eligible for an upgrade, I would highly recommend you upgrade soon so you can keep the unlimited data for another 2 years.
