Default Pulley question

I looked at three pulley options from Stillen, NST, and Unorthodox. Prices and performance are similar for all. I will probably go with a set, the crank and accessory pulleys. Not sure yet about standard or underdrive.

Here is my question. On the Unorthodox site they stated that for each pound saved you gain about 2.7 hp. Is that a constant for all cars? It seems it would be a percentage of the brake HP, not a constant. Wouldn't a lightweight pulley on a 300 hp car free up more hp than similar change on a 100 hp car?

I may have answered my own question just now: it takes xx hp to turn the crank regardless of hp on stock. And a smaller engine making less hp also has a lighter weight crank pulley so the savings will be less in pounds, thus less in hp.

Is this thinking corrrect?
