That looks like a bad touchup paint job- covering scratches or areas from rock chips and the like. Otherwise, it's oxidation (rust) under the paint, which I don't really think is the problem.

edit: not to mention your paint is a disaster. use some detergent soap like dawn and strip all the crap off, then claybar the crap out of it.
